Electronic Communications Office of Latvia started 2024 with the launch of the project “Development of 5G systems for the protection of life and public health in Riga – “5G4LIVES*”. We will implement it under the leadership of the Riga Municipality Agency “Riga Digital Agency” in cooperation with the Municipality of Turin, the Polytechnic Institute of Turin, Vefresh and the telecommunications companies “Latvijas Mobilais telefons” and the Italian company “Windtre”.

During a two-day seminar held at the Riga City Council on January 29-30, project participants discussed issues related to optimal emergency management and data-driven forecasting by the municipal police using automatic risk zone assessment. Project participants were introduced to the project work packages and tasks, achievable results, and met with partners, as well as travelled to Lake Ķīšezers to observe rescue operations on and under the ice, including using drones.

Over the course of three years, environmental and public outdoor space monitoring using autonomous drone technology will be established and provided. The main goal of the project is to increase public safety in the areas of Lake Ķīšezers and Vecāķi beach, as well as in the suburban mountainous area of Turin. In order to increase public and environmental safety, autonomous drones will monitor the area using a 5G network, transmitting signals to the responsible institutions in real time.

The main task of the ECO will be:

  • to conduct a study on the essential minimum requirements for the technical parameters of 5G mobile communications network coverage and performance for B-VLOS (Beyond Visual Line of Sight) UAV (unmanned aerial vehicle) flights;
  • to develop a harmonized methodology for practical measurements and testing of essential technical parameters of 5G network coverage and performance using UAVs in certain air corridors;
  • to create a technical solution based on UAVs for practical measurements;
  • to conduct practical measurements in the intended UAV operation areas, in accordance with the developed methodology, in order to verify the compliance of the technical parameters of the created 5G network coverage and performance with the set essential requirements and the compliance with the theoretical calculation results. Including, to check and assess whether the summer/winter seasons affect 5G coverage and performance, taking into account that UAV piloting is intended over water, where the water surface may be in a liquid/solid state.

*The project “Development of 5G systems for the protection of lives and public health in Riga – “5G4LIVES”” is co-financed by the European Union program “Connecting Europe Facility Digital”, under grant agreement No. 101133716.
